This is my favorite pho shop in Sacramento. Its a no frills spot that has a small but tasty options. I recommend the beef pho!

Delicious huge bowl of beef pho. Was absolutely stuffed. Reasonably priced for large order of pho I received. Definitely get there early if wanting to dine in as seating is very limited. Bookmarking as one of my favorites in Sacramento.

I ordered a large phở tái with beef on the side and cooked bean sprouts. My phở came out with meat already cooked and with raw bean sprouts. They didn't give me a soup spoon, water, or tea. I didn't want to make a big fuss, so I kept it. It would have been okay, but the waitress came over to say she was sorry the beef wasn't rare. I nodded and told her that the sprouts were also raw, not cooked as requested. She tried to tell me they were cooked, and I left it there. I didn't want to engage anymore. The food was good, but the service was not. So, don't tip when you pay at the counter. Bring cash and tip accordingly afterward. I wished I did because I generously tipped 15% when I paid before I got my food. Big mistake! Final note: they've been at this location since the '90s, at least, and they don't seem to care much about customer service since they already have their state workers base. At least, that's the feeling I got when I was there.
